H-D Running at Max Production Capacity

The tariffs ruckus between the European Union (EU) and Harley has proven to be a most unwelcome distraction to the posting of what, in the context of recent years, is a milestone set of Quarterly Fiscals. 

Namely, results that show a return to unit growth, a return to revenue growth and, above all, a return to profits. Of course, it is hard to make 'level playing field comparisons' with 2020, or even with 2019 - in part because of the pandemic.
However, the possible eventual (June 19) escalation of these additional tariffs arise from a two-year old decision; they are not in effect a new decision.
The start-point for the brouhaha remains the spat between the United States and the EU over perceived Boeing and Airbus subsidies - an impasse that goes back nearly two decades and one that the Biden administration and relatively new EU presidency theoretically drew a line under with a four-month suspension of rival tariff impositions in early March.
Revocation of the Binding Order Information (BOI) exemptions (five of them) that allowed Harley to continue to supply EU markets at a 6% tariff mean that the original decision to impose an additional 25% tariff now comes into force. Worse, the 'Stage II' imposition of a further 25% contained in the original 2019 decision and slated for June 2021 could now also become enacted, which is how the headline figure adds to 56%.
However, as Jochen Zeitz confirmed on June 20, the company will be able to continue selling to Europe at 6% while the appeal makes its way through the bureaucracy in Europe.
On March 5th this year, the US administration described the moratorium as a "fresh start" to US-EU trade relations. European Commission Executive Vice-President and Trade Commissioner Valdis Dombrovskis called it a "reset" for a relationship which had soured under the previous administration. "Removing these tariffs is a win-win for both sides," he said. "This suspension will help restore confidence and trust, and therefore give us the space to come to a comprehensive and long-lasting negotiated solution."
So, it would appear that in the period between March 5th and April 19, a wheel has come off in Europe. That being the case, it is to be hoped that the efforts that Harley is pursuing in Europe (and Washington D.C.) will result in a speedy and comprehensive return to pre-2019 trade sanity.

It would appear that someone, somewhere in Europe, needs to have their head extracted from their ass by bureaucrats with a rather more rational grasp of how 21st century Capitalism is supposed to work.
Meanwhile, back at the day job, congratulations to Harley-Davidson's new management and employees at all levels for getting their financial wheels back on and turning again.
In the webcast that followed the release of the Q1 results (April 20), Harley, in the shape of newly minted CFO Gina Goetter, put a number on the dealer network reduction that has been taking place - stating that it is down by around 160 stores worldwide, but with maybe another 30 - 60 still likely to be 'let go'; internationally the number is down by some 30%.
She also confirmed that worldwide inventory was down by -48% in Q1 versus the year-ago quarter, but was +60% compared to Q4 of 2020. Along with MSRP increases and better price-point realization, inventory management has been the primary driver of the managed decline in Harley's addressable market opportunity - reversing the More Roads 'push' principle of driving growth with unit volume. The 'push principle was simply a variation on the discredited 'Channel Stuffing' that left Italy with nowhere to hide when the financial crisis hit them in 2008.
Zeitz says that dealer profitability is "up significantly", saying that he has been hearing "nothing but positive dealer feedback." Asked if he felt the inventory draw-down had been over-done, Zeitz is unrepentant. "Demand has strengthened," he said. "We are running at maximum production capacity in Q2 and are looking at ways to increase further for the second half of the year; MY2022 production will start in Q4."
In truth, production capacity is itself way lower, of course. While total worldwide Q1 retail unit sales were up by +9%, international was down heavily, as Harley began pulling back from its less profitable markets. Asia Pacific was essentially flat (+1%) on 5,800 units, with Latin America off by -58% (just 700 units sold) and EMEA -36% on 4,900 units (down from 7,700 in Q1 2020), and as much to do with compliance issues as anything else.
In a rare remark about Harley's relationship with QJ in China, Zeitz said that the partnership is still going ahead and while he wasn't in the market to discuss details, the implication is that reports surrounding at least one additional model there for this year appear likely to be true.
In further new model terms, Zeitz confirmed that April 26th will see the first of what Harley is calling its new "Icons Collection" with the Electra Glide 'Revival'. Describing them as being "extraordinary adaptations of production motorcycles, which look to our storied past and bright future," they will be produced only once, with each model limited to a serialized production run of 1,500 bikes.
A new "Icons Collection" model will be released within each model year, with no more than two models being released in any given year. "Production will be enough to fill an allocation of approximately one per dealer globally, making each 'Icon' a rare and highly coveted model for our riders, while increasing the overall desirability of our brand and drive the legacy of Harley-Davidson in our core segments."
The 'Hardwire' program of focussed, "Selective Expansion" into profitable segments will continue in 2021 with further leveraging of the 'RevMax' platform that will "redefine the premium middleweight Cruiser segment. We intend to increase the profitability of our offerings overall in the small to mid-sized Cruiser segment and change the competitive landscape."
After years of unmitigated bad news where Harley's share price is concerned, it is a pleasure to be able to report a 16% bounce in the 48 hours following the release of these results and a near 30% bounce in total since the start of the year. Hurrah!

Polaris Sees Strong Q1 With Indian Motorcycle Sales Up Over 60%

Polaris has announced its Q1 financial results with North American consumer retail sales for Indian Motorcycles having increased low sixty percent during the first quarter of 2021 in a mid-to-heavy-weight two-wheel motorcycle industry that was up mid thirty percent.
Motorcycles segment sales, including PG&A, totaled $166m, up 31% compared to the first quarter of 2020, driven primarily from increased sales of Slingshot, Indian motorcycles and related PG&A. Gross profit for the first quarter of 2021 was $8m compared to a $1m loss in the first quarter of 2020. 


The increase in gross profit margin was driven by volume and lower promotional costs offset somewhat by increased costs from supply chain constraints and negative product mix.
Including both Indian Motorcycle and Slingshot, sales in the motorcycle segment increased low-seventies percent during the first quarter of 2021 in a market for two and three-wheel vehicles that increased high thirties percent during the first quarter of 2021.
Mike Speetzen, Interim Chief Executive Officer of Polaris Inc., is quoted as saying: "The strength of our brands and the agility and dedication of the global Polaris team were on full display yet again this quarter, building on our incredible momentum from 2020 and delivering results that exceeded our expectations.
"Despite pandemic-related supply chain constraints, logistical challenges and North American weather-related disruptions, sales across our business grew double-digits as we leveraged our capabilities and scale as the industry leader in powersports to deliver for our customers and dealers.
"Industry-leading innovation remains core to who we are, which was evident by the introduction of over 40 new or limited edition models during the quarter, including 22 new snowmobiles and a new turbo-charged engine, 15 new and limited edition ORV models and three all-new Indian Chief motorcycles, celebrating 100 years of one of the most historic and influential motorcycles of all time.

First quarter reported and adjusted sales increased 39% to $1,951m from reported sales of $1,405m for the first quarter of 2020. The company reported net income of $134m, or $2.11 per diluted share, compared with a net loss of $5m, or $(0.09) per diluted share, for the 2020 first quarter. Adjusted net income was $146m, or $2.30 per diluted share compared to $14m, or $0.22 per diluted share in the 2020 first quarter.
The company stated that "retail demand and industry tailwinds continued to be strong during the quarter, driving higher company performance as both new and existing customer growth accelerated across all segments and regions of the company."
Gross profit increased 64% to $481m for the first quarter of 2021 from $293m in the first quarter of 2020. Reported gross profit margin was 24.6% of sales for the first quarter of 2021, up 378 basis points compared to 20.8% of sales for the first quarter of 2020.  
The improvement in gross profit was driven primarily by higher volumes and lower promotional costs during the quarter, partially offset by higher logistical costs and plant inefficiencies related to the supply-chain constraints. Adjusted gross profit for the first quarter 2021 was $483m, or 24.7% of adjusted sales compared to the first quarter of 2020 adjusted gross profit of $298m, or 21.2% of sales. Adjusted gross profit for the first quarter of 2021 and 2020 excludes the negative impact of $2m and $5m of restructuring and realignment costs, respectively.

North American retail sales increased 70% for the quarter compared to last year, driven by broad-based strength across the business. Market share improved for all segments during the quarter; ORV, snowmobiles, motorcycles and boats.
Polaris repurchased approximately 2.5 million shares of Polaris stock during the quarter for $299.1m.
Polaris has increased its full year 2021 sales and earnings guidance and now expects earnings to be in the range of $9.00 to $9.25 per diluted share. Full year 2021 adjusted sales are now expected to be up 18% to 21% over the prior year.
Off-Road Vehicles ("ORV") and Snowmobiles segment sales, including PG&A, totaled $1,232m for the first quarter of 2021, up 50% compared to $824m for the first quarter of 2020, driven by broad- based strength across ATVs, side-by-sides and snowmobile sales.
ORV wholegood sales for the first quarter of 2021 increased 39%. Polaris North American ORV retail sales increased approximately 80% for the quarter, with side-by-side vehicles up high sixty percent and ATV vehicles up about 100 percent. The North American ORV industry was up about sixty percent compared to the first quarter last year.
Snowmobile wholegood sales in the first quarter of 2021 were $75m compared to $6m in the first quarter last year. Polaris snowmobile retail sales were up low-twenty percent and up mid-twenty percent for the twelve-month season ending March 2021. North American industry retail was up mid-single digits percent for the first quarter and up mid-teens percent for the season ending March 2021.

Global Adjacent Markets segment sales, including PG&A, increased 27% to $125m in the 2021 first quarter compared to $98m in the 2020 first quarter, driven by increases in demand in North America and EMEA. Aftermarket segment sales of $230m in the 2021 first quarter increased 14% compared to $202m in the 2020 first quarter. Transamerican Auto Parts (TAP) sales of $193m in the first quarter of 2021 increased nine percent compared to $177m in the first quarter of 2020. The company's other aftermarket brands sales were up 45% compared to the first quarter of 2020. Boats segment sales increased 29% to $199m in the 2021 first quarter compared to $155m in the 2020 first quarter.
Parts, Garments and Accessories ("PG&A") sales increased 49% for the 2021 first quarter, with all categories and business segments growing sales during the quarter.
International sales to customers outside of North America, including PG&A, totaled $288m for the first quarter of 2021, up 59% from the same period in 2020. All regions realized significant sales increases year over year.

As alluded to by CEO Jochen Zeitz in his Q1 investor conference call, Harley has confirmed the long rumored limited edition specials program that had been an open secret for months.
An annual program "offering very limited edition motorcycle models designed to elevate traditional forms and celebrate Americana, either by revisiting classic Harley-Davidson design themes or by exploring ideas that represent the future of motorcycle style," the Icons Collection makes its debut with a limited edition 114" M-8 Electra Glide 'Revival' model.
Presenting one or at most two models annually, with a single production run for each motorcycle model - production of that model will never be resumed or repeated - each Icons Collection motorcycle will be serialized, with the buyer receiving a certificate of authenticity.
"With the Hardwire, we made a commitment to introduce a series of motorcycles that align with our strategy to increase desirability and to drive the legacy of Harley-Davidson," said Zeitz. "With that in mind, I am proud to introduce our new limited edition Icons Collection, a series of extraordinary adaptations of production motorcycles which look to our storied past and bright future."


The Electra Glide Revival model is "a retro-classic motorcycle for the nostalgist who longs to ride a bike with a style that is both distinctive and timeless. Global production of the Electra Glide Revival model will be limited to a one-time build of 1,500 serialized examples (scheduled to reach authorized Harley-Davidson dealers in late April) with an MSRP of $29,199."
The look of the Electra Glide Revival model is described by Harley as being "inspired by the 1969 Electra Glide, the first Harley-Davidson motorcycle available with an accessory 'batwing' fairing. The fairing became an iconic - and often imitated - Harley-Davidson styling cue, its shape an instant on-the-road identifier of many Harley-Davidson models and the foundational design of the fairing featured on current models.
"In 1969, the accessory fairing and saddlebags were only offered in white molded fiberglass, and the Electra Glide Revival replicates that look with a Birch White painted finish. The period-inspired tank medallion and Electra Glide script on the front fender complete the look." The Electra Glide Revival will be offered in a single color scheme inspired by the original 1969 colorway: the two-tone fuel tank in Hi-Fi Blue and Black Denim bisected with a Birch White stripe, with Hi-Fi Blue paint on the fenders and side panels.
"We live in a very dynamic time, each of us experiencing constant change," said Brad Richards, Harley-Davidson vice president of styling and design. "The Electra Glide Revival model is an oasis in this daily turbulence, a way to reconnect with the fundamental Harley-Davidson DNA that created Grand American Touring."
Design highlights of the Electra Glide Revival model include a solo saddle with a black-and-white cover and a chrome rail, mounted over an adjustable coil spring and shock absorber, also a nod to Harley-Davidson FL models from the 1960s and a functional feature that adds rider comfort. Chrome steel laced wheels and wide whitewall tires add to the nostalgic look, as do brilliant chrome on front fender rails and saddlebag rails, front fender skirt, ventilator air cleaner cover, fork covers and auxiliary lights.

It's About Good Times, Not Lap Times!

Libellum Raceday reports on The Inaugural Biltwell 100, held at Randsburg in the desert of the Indian Wells Valley of southern California, in April.

For sure Biltwell didn't invent the off-road Sportster, but when they became the first ever to finish the NORRA Mexican 1000 in 2019, the idea of desert racing with such an apparently inappropriate motorbike immediately went mainstream. 


At 1,300 miles over five days, Baja proved that such an overweight underdog could actually do it. Fast forward to April of this year, and the scrappy helmet and hard parts company partnered with veteran off-road race logistics team DP4 to produce the very first Biltwell 100.
Sign-ups were quietly announced on social media in December and were sold out in 48 hours. With a tag line for the event that promised "Good Times, not Lap Times," riders immediately knew what the Biltwell 100 was all about. 


Behind the scenes, things were more serious with professional EMTs on site, a medivac helicopter on stand-by, BLM permits, expensive insurance contracts and dozens of seasoned desert rats ready to sweep the course for injured or broken down riders.
Race classifications at the Biltwell 100 were unique. Women had their own classes, but this was no "Powder Puff" race. Ladies started on the same rows as the men and went the same number of miles. Multiple vintage classes were well attended with 60s British iron strongly represented and plenty of 70s and 80s Japanese bikes.
Of course, with Biltwell's history with Harleys and Hooligan racing, there was a solid showing of Sportsters in the Hooligan Expert and Novice classes - 22 in total. That's approximately 11,000 pounds of Heavy Metal! 

 


Just in case someone or some bike didn't fit into a category, the Misfit class was designed just for them. Since the race was a series of 25-mile laps, different classes did 2, 3 or 4 laps and the Misfits only had to complete a single lap. Misfits indeed, as the class included a few noobs who just wanted to try it out, plus a knucklehead named Jedd on his rigid, tank-shift 45" Harley (he made it a stunning 15 miles) and two complete loons on pull-start mini-bikes who inexplicably finished the entire 25 miles. Not to be left out, there were plenty of experienced riders on extremely capable and fast modern bikes.

 


The dynamic on the starting line was nervous. 150+ riders lined up in seven rows for a rubber band style start, just like the old days. Fighting dust and overriding fear, the fastest rows went off first, with the Misfits bringing up the rear. Five hours later, riders were not allowed to enter for another lap and by 4:00 pm or so, the sweep teams had rescued the stragglers, and everyone was safely back at camp and ready to party.
The attrition rate was high in most classes, especially for the Harleys, with some of the fast favorites like Mikey Virus ending the day with a blown engine before completing lap one. This added to the excitement and showcased how important mechanical empathy and pace discipline is in off-road racing - even when it's supposed to be laid back.
After a gruelling weekend in the California sun and wind, riders from every skill level and corner of the US map agreed - the Biltwell 100 was built for fun. The terrain had proven plenty challenging, but not so rough that two idiots on mini-bikes with more determination than brains couldn't make it. 

 


In typical Biltwell fashion, there will be an internal 'After Action Report' where pros and cons are debated over beers and legal pads, with the plans for 2022 starting to crystalize into task lists and the whole thing will start all over.
But first, the crew must survive their other infamous event - the El Diablo Run, which takes place in Baja at the end of April. One has to wonder how "work" could be so much fun?

BMW has announced that BMW Group Classic, its Grand Hotel Villa D'Este collaborator, has decided to postpone the 2021 Concorso d'Eleganza Villa d'Este (again!) from the initially planned end of May 2021 date to the weekend of 1 to 3 October 2021.

PIERER Mobility AG (KTM, Husqvarna, GasGas etc.) has announced guidance for 2021 aftermarket share gains in key motorcycle markets (USA, Australia and Europe), allowing it to better define its 2021 outlook and forecast further expansion of its e-bike segment. For the financial year 2021, sales of between € 1,800 to € 1,900m, an EBIT margin between 8-9 % and an EBITDA margin exceeding 15% are expected. It says it expects demand in the motorized two-wheeler sector to remain high, with a further increase in sales and operating profit compared to 2020. The operating margin in its motorcycle sector is expected to return to pre-crisis levels. Growth is expected to be driven primarily by continued high demand in North America, Australia and China, as well as by the anticipated market recovery in Europe.

The first results are emerging from Polaris' 2020 partnership deal with Zero Motorcycles, in the form of an all-new 2022 electric RANGER utility side-by-side slated to debut in late December 2021, advancing the company's strategic rEV'd up electrification strategy. This full-size RANGER is the first EV Polaris has developed since that deal was announced in September last year, with models of the new electric RANGER due to start arriving in dealerships in early 2022.

In an effort to curtail what it sees as EPA overreach, SEMA has filed an amicus brief in a lawsuit between the U.S. EPA and Gear Box Z. Inc. of Colorado City, Az., arguing against the EPA's contention that the Clean Air Act (CAA) does not allow a motor vehicle to be converted into a racing vehicle used solely for competition. In the lawsuit, the EPA asserts that once a vehicle has been certified as a street vehicle, it cannot be converted into a racing vehicle, even if that vehicle is trailered to the track and is never driven on public roads - contradicting its previously stated position on the matter.

Listed on the Milan stock exchange, the Brembo share price fell on early March news that its Q4 2020 revenues were +4.5% at € 648.7m (+7.8% on a like for like exchange rate basis), with net profit +17% at € 64.8m, with strong Q4 growth in China and India. For the 12-month period, revenues were € 2,208.6m, -14.8% compared to the previous year (-13.3% on a like-for-like exchange rate basis). Chairman Alberto Bombassei announced the acquisition of SBS in November 2020.

General Motors has set a goal of making the vast majority of the vehicles it produces electric by 2035, and the entire company carbon neutral, including operations, five years after that. GM has already announced that it will invest $27bn in electric and autonomous vehicles in the next five years, a 35% increase over plans made before the pandemic. It will offer 30 all-electric models worldwide by the middle of the decade. By the end of 2025, 40% of its U.S. models will be battery electric vehicles. The company plans to include crossovers, SUVs, sedans and trucks in its electric vehicle line-up.

In global terms, EU nations are leading the 'drive' to make hydrogen power an easier and more economic alternate to electric (under certain circumstances), with plans to install 40GW of electrolysers this decade - equipment to produce emissions-free hydrogen, using water and renewable power. The EU currently has less than 0.1GW of electrolysers. It is betting on a rapid scale-up to decarbonize steel production, heavy transport and chemicals, the latter of which already uses hydrogen produced from fossil fuels. At present, production of 1 ton of steel results in 1.8 tons of carbon dioxide (and other waste products and toxics).

RumbleOn and RideNow to Merge

Irving, Texas based RumbleOn, a 100% online ecommerce company that aggregates and distributes pre-owned automotive and powersport vehicles to and from consumers and dealers, is to "combine" its business with Chandler, Arizona based RideNow - the largest powersports retailer group in the United States.
In fact, RumbleOn, a 100% online buy/sell and finance platform, appears to be buying the RideNow chain of brick and mortar powersports retail locations for a combination of cash and shares.




The two businesses have entered into a Definitive Agreement to form a publicly traded powersports dealership platform that is being described as "the first omnichannel customer experience in powersports in North America - delivering an unparalleled solution to powersports enthusiasts."
RumbleOn (NASDAQ: RMBL) says it sold more than 63,000 vehicles in 2020, generating revenue of approximately $1.3bn net income and that the combination with RideOn will "propel revenue growth and drive meaningful cost synergies" in a deal that values RideNow at $575.4m - $400.4m of which will be paid in cash, with $175m paid in RumbleOn Class B common stock. Up to $280.0m of the cash consideration is to be funded by new debt financing.
"The integration of RideNow's extensive footprint and strong retail brand with RumbleOn's technology platform will transform the nation's largest powersports dealer into the first, and only, omnichannel powersports platform in North America.
"Together, the combined company will have a dominant position in a $100+ billion market. The end-to-end platform will enable the combined company to reach more consumers in a secularly growing, but still highly fragmented market that is benefitting from changing consumer behavior."
Founded in 1983, RideNow has more than 40 full-service retail locations in 11 states. In 2020, RideNow sold 45,527 powersport units, including ATVs, UTVs, motorcycles, snowmobiles and personal watercraft, generating approximately $899.4m in total revenue.
RumbleOn's ecommerce platform is described as providing an "efficient, timely and transparent transaction experience, without leaving home. Whether buying, selling, trading or financing a vehicle, RumbleOn offers dealers and consumers a friction-free experience - without geographic boundaries."

High Performance M-8 Manifold

"Big bore engines are all about the flow, more air in and more air out, anything that slows that down, robs horsepower," says S&S Cycle's David Zemla.


"The factory M-8 intake manifold does a decent job in stock form but starts getting in the way when trapped between 124" and larger cylinders. The stock polymer unit is also less tolerant of the additional heat that a big bore engine can make at full noise.
"The solution is the new S&S high flow cast aluminum manifold - a must have for top level performance in the M-8 platform. It adds 3-5 hp with a simple bolt on install and fits most M-8 models (Softail and Touring) from 2017 to 2021."

Tucker Launches Extensive New e-Power Product Catalog

Featuring over 200 products, including e-bikes, scooters and gear, Fort Worth, Texas based Tucker Powersports has launched an extensive new catalog of products "which will equip all motorcycle, off-road and scooter dealers with the products necessary to succeed in the electric bicycle market."
The Tucker e-Power product line includes electric bicycles, electric scooters, riding gear, apparel and related equipment. The worldwide electric bike industry has experienced tremendous growth and is expected to grow by over 50% and reach nearly $35 billion in 2026.



"We are taking steps to help our dealer network broaden their product offering which will draw in a new audience looking for fun-to-ride bikes and scooters, along with the clothing and gear that make the experience even better," said Brad Turner, Tucker's VP of Sales. "Our launch of the e-Power line with over 200 products makes it one of our largest new product programs ever."


A highlight of the new offering is the range is the range of e-bikes from Fantic. Founded in 1968, the respected and race pedigree-rich Italian on and off-road motorcycle manufacturer is seeing huge growth in Europe. "E-bikes are a hot market segment and Tucker Powersports has been named the authorized distributor of Italian-made Fantic e-bikes." Initial products from Fantic include five high performance e-mountain bike models that will be available to dealers in June.  
A sibling brand to Tucker's historic Twin Power V-twin product offering, the new e-Power program provides dealers with a fully digital catalog of products that include hard-to-get electric mountain bikes, electric scooters, helmets, gloves, apparel, elbow and knee pads and braces, tires, lubricants, cleaners, tools, locks, alarms, handlebars, carriers and straps.
Many of the apparel products are available for adults and children. Several of the new products are sourced from current Tucker partners like 100%, Muc-Off and Strider, along with bicycle tools and equipment from Tucker's BikeMaster brand. Tucker will also implement training and support programs for its e-Power dealers, including additional point of sale supplies and digital marketing materials.
In addition to the Fantic program, other notables include a broad range of electric scooters from Dualtron and Minimotors Speedway.
The five high-end products from Fantic are the XEF1.9, XTF 1.5, XTF 1.5 Carbon, XMF 1.7 and XMF 1.7 Carbon. All five bikes feature name-brand components, full suspension and disc brakes. Each bike is available in several frame sizes and the premium models include carbon fiber frames. All feature 36 volt, 250W mid-drive motors from Brose. The top of the range XMF 1.7 has a Fantic Integra 720 Wh Li-ion battery, Sram gears and brakes, Fulcrum wheels and Rock Shox front forks.
Tucker says its offering of 16 electric scooters from Dualtron and Minimotors Speedway have "capabilities that run from a fun commuter platform to serious off-road performer, and ranges of up to 80 miles per charge - these aren't the old aluminum units that are in the back of many garages. They include options such as hydraulic disc brakes, ABS, no-puncture inflatable tires and LED lights."

EU to Increase Harley Tariffs to 56% Effective June 2021; H-D to "Vigorously Defend its Position"

In what it has described as an "aggressive EU tariff ruling," Harley-Davidson, Inc. says it has received notification from the Economic Ministry of Belgium that, following a request from the European Union (EU), the company would be subject to the revocation of Binding Origin Information (BOI) credentials, effective April 19, 2021.
Harley-Davidson says it will be lodging an immediate legal challenge to this decision.
"Since 2019, the company has operated with BOI regulatory credentials, allowing it to supply its EU markets with certain motorcycles produced at its international manufacturing facilities at tariff rates of 6%.




"The EU's new ruling will apply to the entire Harley-Davidson product portfolio and will effectively prohibit the company from functioning competitively in Europe. From June 2021, all Harley-Davidson products, regardless of origin, will be subject to a 56% import tariff within the EU."
European OEMs, including motorcycle manufacturers, will continue operations with significantly lower import tariffs to the U.S., ranging from 1.2% for up to 800 cc products to 2.4% for over 800 cc products, and with automobiles at 2.5%.
Jochen Zeitz, Chairman, President and CEO of Harley-Davidson, stated: "This is an unprecedented situation and underscores the very real harm of an escalating trade war to our stakeholders on both sides of the Atlantic.
"The potential impact of this decision on our manufacturing, operations and overall ability to compete in Europe is significant. Imposing an import tariff on all Harley-Davidson motorcycles goes against all notions of free trade and, if implemented, these increased tariffs will pose a targeted competitive disadvantage for our products against those of our European competitors."
This news release was issued by Harley at 6:30 a.m. on April 19 and in guidance notes that accompanied it, the company said that "notification was received from The Director General of Economic Analysis and International Economy, Federal Public Service Economy (the Economic Ministry of Belgium) at the request of the European Union, that pursuant to the Implementing Decision (EU) 2021/563 of the European Commission of March 31, 2021, Harley-Davidson would be subject to the revocation of the Binding Origin Information (BOI) credentials by the Belgian Economic Minister effective April 19, 2021.
"In 2018, the European Union placed a 25% incremental tariff (31% total tariff) on motorcycles imported into the European Union from the U.S., including Harley-Davidson motorcycles. This tariff became effective June 22, 2018. The tariff is scheduled to increase to a 50% incremental tariff (56% total tariff) effective June 1, 2021.


"Harley-Davidson remains committed to free and fair trade and is focused on ensuring it remains globally competitive in the interests of its stakeholders and is committed to ensuring its customers around the world have access to its products."

In brief, however, it looks like Harley's financial fortunes are somewhat on the mend, with Motorcycles and Related Products segment revenue up by +12 percent "amid strong retail demand for Touring motorcycles."
Though it has to be remembered that, as with all manufacturer and wider market data we'll be seeing in 2021, the picture is distorted by lapping the sometimes quite dreadful pandemic driven data seen in 2020 - so context is important in making any real judgement on Harley's progress.
Global retail motorcycle sales in the first quarter were up +9%, "driven by very strong Q1 U.S. retail growth over Q1 prior year. EMEA retail sales declines were impacted by continued COVID lockdowns, the company's decision not to continue selling Street or Sportster motorcycles in Europe and shipping delays brought on by the pandemic.
"In Latin America, retail sales were impacted by the reduction in dealers and pricing actions across the portfolio, which were executed as part of the Rewire strategy.
"Significantly improved Motorcycle segment gross margin and operating margin were driven by favorable mix following the Rewire product portfolio adjustments, lower sales incentives and reduced SG&A. HDFS, Harley's Financial Services segment, saw Q1 2021 operating income growth of $96m over Q1 2020 - driven by a favorable adjustment to the provision for credit losses."
Cash flow from operations improved in Q1 (up $171m over Q1 2020) and as a result of the improvements Harley is increasing its 2021 full-year guidance on Motorcycle segment revenue and Motorcycle segment operating margin - "assuming the company is able to mitigate additional EU tariffs and Financial Services segment operating income."

Swappable Battery Consortium - this is Big News #2

At last, there appears to be some progress on an issue that was set to plague efforts by the motorcycle (and wider PTW/powersports) industry to secure a foothold in the evolution of future transport markets and infrastructure developments.
Addressing an issue that we here at AMD Magazine and many other observers have pointed to, especially with regard to Harley-Davidson's plans for further developing its electrification programs, KTM/Husqvarna, Honda, Yamaha and Piaggio Group (Vespa, Moto Guzzi, Aprilia) have signed a 'Letter of Intent' for the creation of a Swappable Battery Consortium for motorcycles and light electric vehicles.


Stefan Pierer, KTM: "A widespread application of batteries compliant with a common standard will support secondary use as well as a circular economy."


It is an issue that affects all manufacturers, including Polaris/Indian, Zero, and all the others not yet singing from this song sheet and one that, as things stand, could be a major foot on the hosepipe as they try to decode a future in which internal combustion engines are consigned to being a footnote in transport policy history.
In motorcycle terms, the numbers sold annually mean that only concerted action on the issue of power source will allow the industry to achieve a viable critical mass. Without it, consumers will find it ever more difficult to take their motorcycle enthusiasms forward, and ever more difficult to see two wheels as a viable option in the future. A common swappable battery platform may not sound like a big deal, but in the real world of consumer convenience, choice and lifestyles, it really is.

At a corporate level at least, Honda is probably the most advanced in terms of its investments and preparations for an electric future. Noriaki Abe, Managing Officer Motorcycle Operations, Honda Motor Co., Ltd., said: "For the widespread adoption of electric motorcycles, problems such as travel distance and charging times need to be addressed, and swappable batteries are a promising solution."


In the same way that the Connected Motorcycle Consortium efforts to secure motorcycles' viability in a Level 4 and Level 5 connected vehicle landscape (see elsewhere in this edition of AMD Magazine), so too the issue of a swappable common power source is of critical importance.
Though being initially discussed in the European context, this is something that needs an "all in or none in" global approach. As one of the members of the SBC (KTM) is quoted as saying - "the founding members of the Consortium believe that the availability of a standardized swappable battery system would both promote the widespread use of electric motorcycles and light vehicles and contribute to a more sustainable lifecycle management of batteries used in the transport sector.

Michele Colaninno, Chief of Strategy and Product at Piaggio Group: "A strengthened cooperation among manufacturers and institutions will allow the industry to better respond to the main challenges of the future of mobility."


"Also, by extending the range, shortening the charging time and lowering vehicle and infrastructure costs, the manufacturers will be trying to answer to customers' main concerns regarding the future of electromobility.
"The aim of the Consortium will, therefore, be to define the standardized technical specifications of the swappable battery system for vehicles belonging to the L-category: mopeds, motorcycles, tricycles and quadricycles. By working closely with interested stakeholders and national, European and international standardization bodies, the founding members of the Consortium will be involved in the creation of international technical standards."
The Consortium will start its activity in May 2021. The four founding members encourage all interested stakeholders to join the cooperation to enrich the Consortium's expertise.
As Stefan Pierer, KTM, said: "Sustainability is one of the key drivers to the future of mobility, and electrification will play a major role in achieving this goal. For powered two-wheelers, the constraints of electric drivetrains regarding range, charging time and initial cost are still evident.
"To overcome these challenges and provide a better customer experience, a swappable battery system based on international technical standards will become a viable solution. Considering the entire lifecycle, a widespread application of batteries compliant with a common standard will support secondary use as well as circular economy. We are glad to be part of the Consortium as we strive towards our goals in the e-mobility sector."
This is a view shared by all four of the manufacturers. Yamaha Executive Officer Takuya Kinoshita, Chief General Manager of Motorcycle Business Operations, Yamaha Motor Co., Ltd., said: "I believe the creation of this Consortium holds great significance not just for Europe but the world as we move towards establishing standards for swappable batteries for light electric vehicles. I'm confident that through work like this, the technical specs and standards that currently differ by regional characteristics or the state of the industry in different markets will be unified, and, in the future, will help lead towards maximizing the merits of electric power for customers on a global level."

As the organizers of EICMA in Milan continue to seek to reassure its exhibitor community about the status of the 78th staging of the show, following BMW's decision to withdraw permanently, the latest news includes confirmation that Honda Motor is among the OEMs who will display their wares in November (24-28).

After ADV events in Norway (2017) and South Africa (2019), Honda Motor Europe has postponed the 2021 edition of the Honda Adventure Roads experience that was slated for 30 CRF1100L Africa Twin riders for Iceland this year - new dates for 2022 are June 24 to July 4. With BMW taking GS Adventure riders to Albania this summer, and KTM planning to tear up Western Greece, now that it hopes to be a player in the ADV space, it will be interesting to see if Harley raids its depleted marketing budgets to play the "us too" game for such an undertaking in the future.

NBC Sports has announced that it will again be showing Progressive AFT this year, with all 17 races to be screened on NBCSN, with TrackPass on NBC Sports Gold to livestream every race of the 2021 season.

In what has been described as a "shock finding", a French risk-assessment study has said that a five-year lane-splitting trial caused a 12% increase in motorcycle crashes, so the French authorities have not legalized filtering. The study found that while riders were less likely to be rear-ended, there was an increase in motorbikes running into the backs of other vehicles.

Despite the alarming findings of a road safety survey into lane splitting in Europe, the momentum towards it as a congestion busting solution appears to still be behind it - Montana being the latest U.S. state to pass motorcycle lane-filtering legislation, making it the third state to do so (California and Utah are the other two). Contrary to the research findings in Europe (entirely different riding conditions and street architecture), the AMA endorses lane splitting, given the long-term success in California and a University of California-Berkeley research study showing that the practice enhances motorcycle safety.


One of the many concoctions of the Wall Street financial community, the SPAC or Special Purpose Acquisition Company has now made its way into the powersports industry. Canadian electric PWC and snowmobile manufacturer Taiga Motors is set to sidestep the conventional IPO route to achieving a stock exchange listing and acquiring capital resources. They will do so by 'merging' with a 'Blank Cheque Company' (Canaccord Genuity Group Inc.), established for the specific purpose of allowing privately held businesses to access investor capital and achieve a listing without the costs, regulatory requirements and needed time scales of the conventional Initial Public Offering process.

As many custom bike shows in Europe continue to postpone or still await opportunity, the Devitt Insurance backed 'Kickback Custom and Retro Bike Show' in the UK has announced May 23 for a 2021 one-day event in the upscale spa town of Cheltenham, England. As an innovative way of maximizing attendance under COVID protocols, the organizers will allow the public to attend in two 3.5-hour sessions between 10:00 to 12:30 and 12:30 to 17:00.

Industry veteran and former Chairman Larry Little has been given the MIC Chairman's Award by present Chairman Paul Vitrano, in recognition of a 40-year career that included 30 years as publisher of Cycle World, 16 years on the MIC Board, 10 as Chairman. Little was also the co-founder of the MICExpo at Market Place Events - now owned and operated by MIC Events.

Having gotten its Cruisetec tire onto an Indian Motorcycle model for the first time in 2019 (as OE fitment for the 2020 Challenger), Metzeler has announced that Indian is to use Cruisetec on the Roadmaster, Chieftain, Springfield and Vintage. On the FTR (including the S and R Carbon), Indian is using the Metzeler Sportec (M9 RR; 120/70 ZR 17 front, 180/55 ZR 17 rear).

Screamin' Eagle Factory Team to Contend King of the Baggers Series

Despite having stated that it was to withdraw from direct racing involvements, Harley has announced a new Screamin' Eagle factory racing team for the MotoAmerica King of the Baggers Series as well as providing a contingency program for independent Bagger teams.
The team is preparing a Harley-Davidson Road Glide Special powered by a race-modified Screamin' Eagle M-8 131 performance crate engine for pro rider Kyle Wyman. In addition to its factory team effort, Harley-Davidson will offer a nearly $30,000 cash contingency program for qualified Harley-Davidson racers competing in the three-race King of the Baggers Series.
"Competing in the King of the Baggers Series gives Harley-Davidson an opportunity to showcase our Screamin' Eagle performance products in the heat of competition," said Jochen Zeitz, chairman, president and CEO Harley-Davidson. "Nobody knows more about building Harley-Davidson performance than our Screamin' Eagle engineers. Built from the bottom up in Milwaukee, this street-tuned, 131 cubic-inch (2,147 cc) Screamin' Eagle crate engine delivers 131 ft-lb of torque to the rear wheel. It can be installed in 2017-later H-D Touring models.
Veteran road racer Kyle Wyman, 31, from Macedon, N.Y., formed Kyle Wyman Racing at the age of 21 to compete at the highest level of professional road racing in the United States. He started racing XR750s in flat track at the age of 15. Wyman was a contender and won six races in the AMA Pro Vance & Hines Harley-Davidson XR1200 series, the Daytona 200 in 2019 and placed seventh overall in the 2020 HONOS Superbike series - the premier MotoAmerica road racing class. Wyman is the son of Kim Wyman, owner of Harv's Harley-Davidson in Macedon, near Rochester, in upstate New York.

Corbin and National Cycle Collaborating with Arcimoto on Roadster EV Development


Eugene, Oregon based Arcimoto has started development of 'The Roadster' - an electric vehicle built on the three-wheel Arcimoto platform and developed in collaboration with Corbin Pacific and National Cycle.




Describing itself as "makers of affordable, practical and joyful pure electric vehicles for everyday commuters and fleets," Arcimoto says that the Roadster will offer "a pure electric thrill ride unlike any vehicle on the road today."
Arcimoto founder and CEO Mark Frohnmayer said: "With the Roadster, we set out to create the ultimate on-road fun machine. We are very excited to have Corbin Pacific and National Cycle on board to help develop this next-level ride."


For Mike Corbin the chance to collaborate on an electric vehicle project is something he is accustomed to. The potential of electric motive power has been a passion of Mike's for decades and he was hugely ahead of the curve with the 'Corbin Sparrow' in the 1990s - his own radical take on the concept of a three-wheel electric personal transport vehicle.
"Electric motorcycles have been central to my life, going all the way back to 1972 when we set the land speed record for EVs at the Bonneville Salt Flats," said Corbin, whose Corbin Saddles business is based at Hollister, California. Ergonomic Remote Reservoir Mounting Bracket Kits for Touring Models

Californian suspension specialist Progressive Suspension has released this remote reservoir mounting bracket kit.




Designed to allow you to mount Progressive Suspension 990 Series or 970 Series shocks with remote reservoirs onto a H-D Touring model, the brackets mount on the top rear fender strut covers "to give the bike an aggressive performance look."


The bracket has been designed for function as well as form, allowing easy access to the compression adjustment knobs on 2009 and up H-D Touring models. All the necessary hardware is included. The brackets mount with or without most H-D docking kits, but may prevent the use of other aftermarket accessories.
